KAZAKHSTAN HOUSING CRISIS
Once an orphan reaches the age of 18, he is legally entitled to free housing from the state or to retain possession of the current house according to Law "On the Rights of the Child" (4 July 2013, №126-V), Art. 14(2).
Over 61,000 orphans and care leavers are currently waiting for state housing in Kazakhstan, a senator told parliament in April 2026 — even as officials say the right has been law since 2013.
Why does this happen?
Government policy initially allocated only 20% of limited housing resources to orphans. Subsequent legislative changes redistributed this 70% share across eight distinct vulnerable groups, effectively diluting the available supply. A 2023 evaluation of the national registration system revealed that since 2015, only 14% of applicants successfully secured housing.
This shortfall indicates a profound structural deficit where infrastructure growth fails to meet the expanding list of eligible candidates.Furthermore, orphans lack the traditional familial advocacy structures and financial safety nets available to other priority demographics such as veterans or multi-child families. Historically, administrative barriers—such as the risk of removal from waitlists due to employment-related relocation—further marginalized this group. This lack of institutional support and social leverage has created a systemic stagnation in housing allocation that has persisted without sufficient oversight for several years.
why does this matter?
It is an active debate. Politicians and activists are arguing right now over whether the system is broken, making it a highly relevant news story today.
It causes serious harm. People leaving orphanages often wait over a decade for housing. This leaves them homeless, even as they start their own families, and makes them highly vulnerable to trafficking and exploitation.
The law is being ignored. The government legally guaranteed housing for these individuals years ago. Because officials are failing to enforce their own rules, this is a clear story about holding the government accountable.
